According to CCTV News, on August 1st, China’s National Certification and Accreditation Administration (CNCA) has introduced new regulations to strengthen the management of mandatory product certification for mobile power banks, lithium-ion batteries, and battery packs. The “Implementation Rules for Compulsory Product Certification of Mobile Power Banks, Lithium-ion Batteries, and Battery Packs (Trial)” has been formulated and will be effective from August 15, 2025.
This revised regulation marks a significant step in standardizing the safety and quality of portable power solutions in China. The implementation date of August 15, 2025, allows sufficient time for manufacturers and certification bodies to adapt. Designated certification bodies are required to develop and file their specific implementation rules based on these new national standards with the CNCA before commencing certifications and issuing new certificates. This ensures a consistent and rigorous approach across the industry.
Existing valid compulsory product certification certificates will remain in effect. The transition to the new rules will be managed through a phased approach, including renewing certificates upon expiry, product modification, or standard updates, ensuring a smooth transition for businesses and consumers without disrupting the market.

The certification model will follow a “Type Testing + Initial Factory Inspection + Post-Certification Supervision” pattern. Certification units will be categorized by product type, model, and specific technical attributes. For instance, lithium-ion batteries and battery packs will be categorized based on their anode and cathode materials and safety designs, while mobile power banks will be classified by their specifications and operating principles. Importantly, different testing requirements will be applied to products from different manufacturers and production facilities, promoting fair competition and adherence to quality standards.
Post-certification supervision will involve regular tracking inspections and sampling tests. The frequency of these supervision activities will vary depending on the product category and the manufacturer’s compliance history, ensuring ongoing product safety and performance.
Certificates issued under these new rules will have a validity period of five years. During this period, the validity of the certificate will be maintained through ongoing supervision. Renewal applications can be submitted within 90 days before the certificate’s expiry. Any modifications or expansions to product certification will require adherence to stipulated application procedures. Non-compliance with these regulations could lead to certificate cancellation, suspension, or revocation, reinforcing the importance of maintaining strict quality control and regulatory adherence.
Key requirements include:
1. The new regulations will be implemented starting August 15, 2025, superseding the “Compulsory Product Certification Implementation Rules for Electronic Products and Safety Accessories (CNCA-C09-01:2023)” for mobile power banks, lithium-ion batteries, and battery packs.
2. Designated certification bodies must develop and file their specific implementation rules, aligned with the new national standards and the general implementation rules for compulsory product certification, with the CNCA. Only after filing can they proceed with certifications and issue new certificates.
3. Previously issued valid compulsory product certification certificates will remain usable. The transition process for these certificates will be managed through natural progression, such as renewal upon expiry, product modification, or standard upgrades.
