On November 8th, 2025, the “China Internet Development Report 2025” and “World Internet Development Report 2025,” compiled under the leadership of the China Cyberspace Institute, were officially released at the 2025 World Internet Conference Wuzhen Summit.
The “China Internet Development Report 2025” summarizes the achievements and trends of China’s internet development over the past year.
Over the past year, information infrastructure has continued to be optimized and upgraded, the digital economy has developed towards higher quality, deeper integration, practical application, and stable growth. Digital industrialization has seen continuous highlights and innovations, industrial digitalization has been progressively deepened, and the empowering effects of cutting-edge technologies such as artificial intelligence, blockchain, and quantum computing have become increasingly prominent.
The report indicates that as of June 2025, China’s total number of fixed broadband access users has reached 684 million. The country has cumulatively built 4.55 million 5G base stations, and the number of 5G mobile phone users has reached 1.118 billion.
China has become the largest holder of artificial intelligence patents globally, accounting for 60% of the total. In terms of 6G patent applications, China holds approximately 40.3%, ranking first worldwide. Furthermore, China has maintained its position as the world’s largest online retail market for 12 consecutive years.
Industry experts widely anticipate that 6G communication capabilities will exceed those of 5G by more than tenfold, with commercial deployment expected around 2030. This leap in performance is predicted to revolutionize everything from immersive digital experiences to real-time remote operations across various sectors.

China has already conducted tests on relevant wireless and network technologies, including the integration of sensing and communication, AI and communication, and space-air-ground integrated technologies. These early explorations are crucial for understanding the practical challenges and opportunities presented by next-generation networks.
Currently, 3GPP standard partners, including those in Europe, the United States, Japan, South Korea, and India, are collaboratively developing 6G standards alongside China. This international collaboration is essential for ensuring global interoperability and a unified technological framework for the future of mobile communication.
It is projected that the research for 6G technical standards will be completed between 2025 and 2027, with the first version of the technical specifications expected to be finalized in March 2029. This timeline indicates a concerted global effort to lay the groundwork for the widespread adoption of 6G technology, paving the way for unprecedented advancements in connectivity and digital innovation.
