On August 27th, it was reported that Hangzhou Expressway Traffic Police have issued a statement regarding an incident on the Changshen Expressway where a person was seen wearing a terrifying mask, allegedly scaring passing vehicles.
The statement identified the individual as Hugo, a 42-year-old expatriate teacher from a school in Xiaoshan District. On August 24th, at approximately 4:57 PM, Hugo was traveling back to Hangzhou in a friend’s vehicle on the G25 Changshen Expressway. While searching for snacks in his bag near the Fuyang Longmen Interchange, he came across a mask he had purchased online in November 2024. Hugo then took out the mask, played with it, and put it on. This action was observed by occupants of other vehicles traveling in the same direction, who then captured videos with their mobile phones.
The vehicles were traveling side-by-side for approximately 9 seconds. During this period, no verbal communication or other unusual behavior was observed between the occupants of the two vehicles. At 5:27 PM, the vehicle carrying Hugo exited the Hangzhou South Toll Station, and the occupants were no longer wearing any masks.
Regarding his actions, Hugo, the expatriate teacher, has publicly apologized, expressing remorse and obtaining understanding from the affected parties. He also extended an apology to the wider online community for the attention the incident garnered.
