On October 10th， according to the official WeChat account of “Shanghai Commerce，” in alignment with the unified deployment for the steady and orderly advancement of consumer goods trade-in initiatives， and based on the implementation status of Shanghai’s auto trade-in subsidy policy， the relevant departments have decided to adjust the rules for Shanghai’s automotive trade-in subsidy program.
According to the announcement， from October 13， 2025 (inclusive) to December 31， 2025 (with the invoice date on the “Unified Invoice for Motor Vehicle Sales” serving as the reference)， an automotive scrapping and trade-in subsidy program will be conducted through a “individual consumer pre-registration， notary public lottery， and qualification acquisition by winning the draw” mechanism.
Individual consumers who obtain qualification through a notarized lottery can submit subsidy applications for scrapping or trade-in according to regulations.
Subsidy applications from individual consumers who have not obtained qualification through a notarized lottery will not be accepted.
Individual consumers whose location is identified as Shanghai and who have purchased a new vehicle with a “Unified Invoice for Motor Vehicle Sales” issued by a Shanghai automotive sales agency can participate in the lottery registration through designated platforms such as the “Shanghai Commerce” and “Shanghai Development and Reform” WeChat official accounts within the stipulated timeframe to obtain eligibility for automotive scrapping or trade-in subsidies.
Consumers who obtain subsidy eligibility shall submit their automotive scrapping subsidy applications through the National Automotive Circulation Information Management System website or the “Auto Trade-in” mini-program before January 10， 2026. Alternatively， they may submit their automotive trade-in subsidy applications through designated platforms like the “Shanghai Commerce” and “Shanghai Development and Reform” WeChat official accounts.
The consumer participating in the lottery registration and subsidy application must be the same individual (i.e.， same identification document type and number).
It is understood that， in principle， a lottery round for registration will be conducted every two weeks. The first registration period is from October 25， 2025， to October 27， 2025.
Subsequent registration periods and related arrangements will be announced separately on the “Shanghai Commerce” WeChat official account.
From October 13， 2025 (with the invoice date on the “Unified Invoice for Motor Vehicle Sales” as the reference)， for individual consumers purchasing a new vehicle and applying for an automotive scrapping subsidy， the newly purchased vehicle must be registered in Shanghai.
For individual consumers who purchased a new vehicle before October 12， 2025 (with the invoice date on the “Unified Invoice for Motor Vehicle Sales” as the reference)， the subsidy application for scrapping and trade-in will be processed according to the policy before the adjustment of this announcement.
