According to a report by CCTV News on July 25th, China’s State Administration for Market Regulation (SAMR) has officially included power banks and their critical components, lithium batteries, under the Compulsory Certification (CCC) management system starting from 2024. In light of this, several power bank manufacturers and lithium battery producers that failed to meet the required certification standards have had their 3C certificates suspended or revoked.
Zhang Wei, director of the Consumer Products Certification Department of the SAMR’s Certification Supervision Department, highlighted that the focus is on quality control issues, particularly concerning products manufactured under original equipment manufacturer (OEM) or “labeling” arrangements.
Currently, certification bodies have suspended 8,756 CCC certificates for power bank and battery cell enterprises, and have revoked 609 certificates.
As of now, there are 4,967 active CCC certification certificates for power banks, covering 547 enterprises, and 26,687 active CCC certification certificates for battery cells, covering 1,073 enterprises.
The SAMR has instructed market regulatory departments across the country to identify all certified power bank manufacturing enterprises within their jurisdictions. The primary checks will focus on identifying instances of false certification and whether effective follow-up inspections have been implemented for certified products.
The authorities are strictly penalizing illegal activities such as the unauthorized manufacturing, sale, or use of non-CCC certified power banks in other business operations. Additionally, there will be a severe crackdown on the forgery, misuse, sale, or transfer of CCC certification marks.
Furthermore, designated certification bodies found to be involved in illegal or non-compliant activities will face strict and severe penalties in accordance with the law.
