August 25th, Beijing – Ele.me and Taobao Instant Shopping have jointly announced a significant expansion of their social security subsidy program for city couriers. This initiative, initially launched in select regions, will now extend nationwide, offering subsidies for pension and medical insurance with coverage potentially reaching up to 100% of the premiums for eligible couriers.
Under the new policy, all couriers who consistently fulfill their delivery duties and express a willingness to contribute to their pension and medical insurance will receive subsidies covering at least 50% of their premium costs. Furthermore, courier captains and “honorary knights” will have their full insurance premiums covered. This move is expected to roll out in the first batch of cities by October of this year, with a complete nationwide implementation slated before the end of the year.
The expansion signifies a growing commitment from Ele.me and Taobao Instant Shopping to enhance the travailleurs d’application rider welfare and provide a more comprehensive safety net. By offering these subsidies, the platforms aim to alleviate financial burdens for couriers, particularly concerning long-term financial security through pension contributions and immediate healthcare needs through medical insurance. This proactive approach acknowledges the vital role couriers play in the gig economy and seeks to foster a more sustainable and supportive working environment.
In addition to healthcare and retirement benefits, the program will also introduce “new occupational injury” protection in more provinces. This will involve the full and adequate payment of premiums for rider injury insurance by the platforms. Moreover, all couriers will receive free heatstroke insurance, which will cover the costs associated with diagnosing and treating heatstroke—a pressing concern during the hotter months.
These enhancements underscore a holistic approach to courier well-being. The inclusion of occupational injury protection directly addresses the inherent risks associated with delivery work, providing crucial support in the event of accidents. The free heatstroke insurance is a timely and practical benefit, demonstrating an awareness of the environmental challenges faced by couriers, especially those operating in demanding weather conditions. This direct provision of essential insurance coverage reflects a shift towards greater institutional responsibility for worker safety and health.
Beyond immediate and long-term financial and health security, Ele.me and Taobao Instant Shopping are also strengthening their support for courier education and financial assistance programs. This includes increased grants for courier families facing severe illnesses, natural disasters, or other difficult circumstances. Specifically, the maximum grant amount has been raised from 30,000 yuan to 50,000 yuan, offering more substantial aid to those in need. This commitment to educational and financial support highlights a broader vision of empowering couriers and their families, recognizing that their well-being extends beyond their work on the platform.
